Cleaned up version of SpecGL

Hi,

I've posted a cleaned up version of SpecGL, almost ready for
publication; this is the one that will serve as a basis for discussion
today:

There are still stuff marked with @@@, highlighted in green and pink,
that we need to check today.

I've updated the ICS accordingly:
