LC-60 proposals done -- discuss now

Okay, proposals all done for LC-60.3 through LC60.15!  See these 3 messages:

CAVEAT!  The draft only illustrates the proposals.  In some cases, I did 
implement other resolutions, where there was a major impact.  However, I 
did not have time (yet) to integrate all other resolutions.  So some of the 
CP will, e.g., be reworded for testability yet.

Let's have some comments!   Even if it is only, "great, no comments or 
problems".

This will be the main topic of the Friday extra telecon, if we decide to go 
ahead with that.  (We do have the normal Zakim bridge at 11am).
