SpecGL issue-group update (02-july)

Here is the status of SpecGL issue groups and ungrouped issues, as of today 
(02 July).  Major groups are all closed except for one left-over sub-issue.

There are about 20 ungrouped SpecGL Active issues yet.  Most are pretty 
trivial, but a few might need a look and some quick telecon discussion.
