Re: draft QAWG Process Document

Howdy, Lofton and others.

Here's what I've got so far. Some of the rough edges are a lot less 
rough and I've noted where we are extending or clarifying the W3C 
process doc and Charter in the first section.

It still needs a lot of work but it's getting easier the more I 
write, getting used to the style of writing.
