New WG version of the Spec GL

Hi,

I've just published a new WG version of the Spec GL. The SpecGL
discussion on Monday will be based on it:
http://www.w3.org/QA/WG/2002/10/qaframe-spec-20021025

It integrates the following changes:
- new intro from Lofton
- new GL 9 from Mark and Lynne
- changes as decided during last Monday teleconf and last F2F.

Please review it carefully, since it's probably the last WG version
before TR publication.
