skeletons updated, deadlines reconsidered

QAWG participants --

1.) At http://www.w3.org/QA/Group/2002/06/reviews, I have updated both of 
the linked skeletons (OpsGL and SpecGL) to correspond to the 20021108 
publications.

You may notice a little oddity in the formatting of the SpecGL, but it is 
substantively correct -- I'm not sure how long Dom is away, and wanted to 
make these available for reviewers.

2.) Since we published on 8-nov instead of anticipated 1-nov, it would seem 
reasonable that we add one week to those review assignments with deadlines 
of "[2002-11-13]".  Does anyone see any problem with doing this?
