Summary of 13 February 2003 Patent Policy Working Group Teleconference

Hello,

Twenty-two people attended the 13 February 2003 Patent Policy Working
Group (PPWG) teleconference. Responding to issues [1] raised during
Last Call [2], the group discussed an exception proposal written to
deal with times when patents required to implement W3C Recommendations
might not be available, for whatever reason, under the requirements in
the Last Call Working Draft.

The group voted on whether or not to send this exception to the W3C
Advisory Committee for review as part of the proposed W3C patent
policy. A total of 14 participating organizations were in favor; 7 were
against. As a two-thirds majority was required to make this change, the
Chair will prepare an internal draft including this language prior to
the next PPWG teleconference. The PPWG meets next on 24 February.

The group then discussed their current internal draft and made three
editorial changes.
