Dear W3C Patent Policy Working Group: I object to section 3.3 of the working draft (14 Nov 2002) which allows future patent holders to bar currently existing projects from using W3C recommendations. This section allows recommendations to be adopted which place extra requirements on the distribution of licensed packages. Since extra licensing requirements are explicitly forbidden by the GNU GPL patents which are consistent with section 3.3 can be used to block software released under the GNU GPL from implementing recommendations. Please eliminate section 3.3 from working draft 14 before it is adopted as the W3C Royalty-Free Patent Policy.
