I realize this may appear small and trivial in light of all of the work your organization does to establish and protect web standards but it would be of great interest to those volunteer developers, who develop under the GPL and other such licenses, to see a resolution to a particular issues in Item 3 of Section 3 of the present proposal on Patents and Web Standards. Apparently those who develop under the GPL may find themselves in a bind if they, or anyone downstream of their work, adapts a web based product into an offline product. I think it is very reasonable to come up with a policy that protects both a GPL developers right to have their work remain open and the rights of businesses to use technologies embeded in their own closed source products.
