Section 3, item 3 is incompatible with the GPL. Under the GPL ANY modifications to software must be released to the public. If someone were to modify software for non-web use, your restriction would not allow them to redistribute it and the GPL would require it. This will have a MAJOR effect on the free software that makes up the majority of the web. Thank you Robert Petri Senior Software Engineer
