Please consider revising Item 3 of Section 3: W3C Royalty-Free (RF) Licensing Requirements. As written, it might prevent Web infrastructure software licensed under the GPL that is repurposed for some non-Web use from being legally redistributable -- a restriction that is forbidden under the GPL. Often, the ability to repurpose web infrastructure software makes it possible for me to personally prototype and develop tools for development that are not necessarily web-enabled (and therefore non-Web). Restricting my ability to redistribute these tools would expose me to action under the terms of the GPL, and preventing the creation and redistribution of these and similar tools would be detrimental to my peers and to the community at large.
