This is in response to your invitation for comments on the Patent Policy Working Group Royalty-Free Patent Policy draft: http://www.w3.org/TR/2002/WD-patent-policy-20021114 Please do not proceed with the draft as it stands. Section 3 provides for patent holders to impose restrictions on fields of use. By adopting the draft, the W3C would be supporting restrictions on the use of information based on coercion by legally-recognized monopolies. This is a strange position for the W3C to take, and represents a retreat from its stated goals of universal access and a web of trust. -- Nick Willson
