Approval of draft policy on Software Patenting

I would like to request that the draft patent policy be approved by the W3C as 
it is a compromise that best protects the interests of the community as a 
whole.

I believe that the use of software patents that are not royalty free in any 
standard that is expected to be in use on a world wide basis prevents such a 
standard being taken up fully.  In particular, the Open Source community of 
which I am a part would be unable to produce software that met those 
standards if the policy is not approved.  

This would effectively limit the choice of users of software to which the 
standards apply - and will ultimately lead to a failing of the standard.
