If you try to pass a policy that will enable reasonable and nondiscriminatory (RAND) fees for Web-standard products, it will possibly destroy the web. Keep the web free. Keep information and other minor files such as .gif files free. Next thing you know, some organization will want to charge a royalty for speech!
