RAND fees for web standard products

What an inane and stupid idea.  To whom will your fees be paid?  On what
will they be collected?  Who will enforce this policy?  WHY IN THE WORLD
would you people consider such a thing????

It was my understanding that the $50.00 I pay each month for DSL service was
to fund the cost of ISPs and internet backbones.  If you in your infinite
wisdom need to go trolling for money that badly, get it from my ISP.
