minor changes to vocab document needed

1. The definition of proposal is missing (there is a broken link
to it in the intro).

2.  The definition of data category at the beginning of section
4 refers to data classes, which we no longer have.

3. In the definition of Equable Practice, we should remove
"(a lower value)" since we have gotten rid of the numbers.
