That's definitely going to be up to the implementer to decide. I think
the best answer would be for implementers to create versions which operated
in both ways, and then do some user testing before release.

We are not clear whether the HINTS mechanism is meant to warn the user
about
an unacceptable form processer
a. as he downloads the form
b. as he presses submit (before posting data)
Could this be clarified.
