As Luca Passani put it on the XHTML-L mailing list:
"This doc [sic: the CC/PP draft] says about the efforts for specifying
client-capabilities in a standard way, but it says nothing about how the
applications will use these technologies. A lot of work to be done."

In other words, there is no way to implement it on the server side yet.
