Slowness viewing spec

FYI: at the meeting a couple of days ago, I mentioned that my machine
ground to halt when loading the spec. It turns out to do that with
mathml-core also. I traced it down to my anti-virus software's (Avast) "web
shield". Turning off several of its settings loads the spec in just a
couple of seconds.

I'm still grappling with the scroll bars for the TOC going away...
