undeclared α in msAquotes3

just installed mozilla 0.8.1-SVG-MathML, and I'm
trying it out on the test suite. I tried this one:

msAquotes3.mml

<http://www.w3.org/Math/testsuite/Presentation/TokenElements/ms/msAquotes3.mml>and 
it gave me an XML parsing error: &alpha;
isn't declared. I did a "view source" and sure enough,
it's not.

What gives? Conforming MathML documents are conforming XML
documents, no? That one isn't a conforming XML document.
