One motivation for this change seems to be: Both 7. par. 1 and 7.1 par. 2 provide link to HTML 4.0 which has been superseded by HTML 4.01. Suggestion: Non-linked text: Use "HTML 4". 7.1 already does that. Linked text: Use "HTML 4" or "HTML 4.01" as the linked text and link it (in either case) to HTML 4.01 Specification. Hope this helps.
