Jigsaw as Open Source vs Closed Source

Good day,

I am doing a research project for my Bachelor of Software Developement
program at Seneca College in Toronto, Canada.  I have gather quite a lot of
information for the Jigsaw/W3C website but I have 1 question...

Why does Jigsaw make sense as open source software?
