Qe] Could you tell me the advice as install "jigsaw 2.2.0"?

Hellow..

I hope to install the Jigsaw 2.2.0 in my computer which have window 98 and JDK 1.2.2.
First, I download "Jigsaw 2.2.0", unpack it in d:\ (in my computer). Then classpath setup as manual in "autoexec.bat" files.
(set CLASSPATH=d:\jigsaw\classes\jigsaw.jar;d:\jigsaw\classes\sax.jar;d:\jigsaw\classes\xp.jar;.)
After this, I move "d:\jigsaw\jigsaw", type the "java install" in order to build the right property files.
But happen to error message "Exception inthread "main" java.lang.NoClassDefFoundError: install".
As ever, when i run jigsaw(java org.w3c.jigsaw.Main -host host -root INSTDIR\Jigsaw\Jigsaw), display the
same error message.

what's meanning?.. what's wrong about it, what's my mistakes..
