jigsaw under windows

Hello,
my name is Roland Portig, my os is windows 98 and I have a pentiumII cpu. IE 4.... is installed.
I downloaded jigsaw.zip, and after extracting, I read readme.file. But I do not understand the instructions. The unzipping has no fault result, but I cannot find the start.bat for running programme. Can you help me?
