What version are you using? I think It was fixed some times ago. Anyway,
a quick fix is to edit the property files (http-server.props and
admin-server.props, in C:\jigsaw\jigsaw\config ) and add (or modify) the
line:
org.w3c.jigsaw.host=127.0.0.1
