Jigsaw 2.02 and SSIServlets

I'm trying to run Jigsaw with SSIservlets. The servlets do run fine, but I
cannot use SSI to include them using
<!--#servlet name=".." code=".." -->
When I try this I get the web page with the above tag removed, nothing
included.  I have looked at the error log and there is nothing there.

Has anyone had experience using the SSI commands in Jigsaw?
