     I've had exactly the same problem, accessing pages from a Jigsaw 
     server running on my machine with IE does not fill in the images. 
     Netscape is fine.

I'm having the same problem with JigSaw.
But it turned out that this is bound to using MSIE. 
When I use Netscape, JigSaw works as expected.
