First it does seem to be an IE 4.0 only problem. Could not reproduce with NS 4.0. Disabling HTTP 1.1 in IE 4.0 did not fix the problem. I only experience the problem when browsing www.w3.org/Jigsaw (other parts of www.w3.org don't do it) or when using a local Jigsaw. It doesn't happen right away but if you keep poking arround it will.
