can't run jigadm from tangk on 1997-11-30 (www-jigsaw@w3.org from November to December 1997)

hi,
   I want to use jigadm when jigsaw webserver is running.I follow the 
instruction and type "java w3c.jigadm.Main -root <distrib>\Jigsaw\Jigsaw
http://mymachine:8009/",but an exception happens,it display the
following messages:
     w3c.www.protocol.HttpException: unable to contact target server XXX
after 3 tries.
     w3c.www.protocol.RemoteAccessException: unable to contact target
server XXX after 3 tries.
     w3c.jigsaw.admin.RemoteAccesException: unable to contact target
server XXX after 3 tries.
   Maybe I configure jigsaw webserver incorrectly ?Anyone has
suggestions?
