New i18n resource for text layout work

There is now a page at the URL above that aims to track W3C i18n issues 
related to writing systems around the world. There are three types of issue:

1. questions for local experts about requirements for a particular feature

2. issues that have been raised against specs for support of a 
particular feature

3. browsers bugs raised relating to text layout issues


The issues are also labeled by script, so you could, for example, use 
the filters provided on the page to find just the spec issues related to 
Mongolian.

The hope is that this will support gap analysis work by helping us 
better track and manage needs and requests in the area of text layout 
for writing systems.


The document "International text layout and typography index" at 
https://w3c.github.io/typography/ points to the locations of existing 
information we have about requirements, organised by specific layout 
features. It now also contains links to the issues mentioned above (and 
to the type-samples repo) in order to help better link requirements and 
implementations of features relating to text layout.
