Comment on Requirements for Language and Direction Metadata in Data Formats (Editor's Draft 13 July 2017)

In 3.2.3 "The main issue", we find "when it is eventually displayed to or presented to a user".
I fail to see the distinction between displayed and presented, or rather it seems to me that "presented" already includes "displayed".
