[i18n-activity] rb and rtc non-conforming in html5.1

I just noticed this text. It seems to have been imported from the 
WhatWG spec.  We disagree that these elements are non-conforming. They
 were added to HTML in HTML5. In fact, the CSS folks are counting on 
them being around in the future for CSS ruby features to work.

That text should be removed.
