We would like you to include a note in the spec to advise implementers that the zone offsets are not time zones, and while times with zone offsets work for timestamps they cannot be reliably converted to local wall time (or vice versa) without additional information and processing. We see a lot of misunderstanding on this, which is why we are requesting a note. See https://github.com/w3c/activitystreams/issues/331
