In my experience, if I *reply* to a mail coming through github, the usual mail client mechanism applies for replies, and that appears in the github issue as quote.

An example is:

it clearly shows that it comes from an email reply, because it starts by

which what my email client produced. (I try to edit these lines to replace it with the github handle, that is not done automatically, unfortunately).

I do not remember having done anything special to produce this, apart from using my email client (I use the default Mac mail client).
