Proposal to close issues related to CSS Writing Modes

i think we can close all the issues listed at
http://www.w3.org/International/reviews/openissues/#css-writing-modes

the issues raised by us with the CSS WG have notes describing why they 
should be closed now.

i checked the issues we were tracking from the CSS list too (ie. those 
with ⓣ in the title). With one exception these are all quite old, and i 
think can be closed.  The recent one has also reached a conclusion 
(follow the thread).

i have marked all issues with ⓒ, and unless someone objects over the 
next 2-days i propose to close all the issues so marked.
