1) Are you not concerned with gb18030 no longer being a UTF?

2) Is your suggestion here as follows:

* Modify the mapping of xA8xBC.
* Indicate gb18030's mapping is GB18030-2000 with the exception of the mapping
for xA8xBC?

Copying other implementers in case they have thoughts.
