I suspect this might have to do with the conservative handling with
regards to mapping to PUA. The specification mostly tries to abstain
from them, although I have made some concessions more recently.

Is the data you refer to publicly available somewhere? Sounds
interesting. I recommend filing bugs if you want to change something.
