While not at all authoritative, these two Wikipedia articles provide a quick summary of the syntax and specifications in use: http://en.wikipedia.org/wiki/Locale http://en.wikipedia.org/wiki/BCP_47 It seems like POSIX locales and IETF language tags are both derived from ISO country codes, but they differ in detail. (Microsoft Locales are another question.) I don't know the details of these specs, I just don't want the concepts of language and locale to get mushed together.
