Sorry for my late reply. I think, if we go with 3, we really need 3.1. As John C. pointed out, no algorithmic solution here will be perfect. I don't mind the spec allowing incorrect behavior (e.g. hyphenation allowing "anyth-ing"), but it seems wrong to *require* incorrect behavior. Adopting language that forbade properly capitalizing French words seems problematic.
