Addison raises a couple of interesting points. Assuming that most HTML5 documents will be dynamically generated, its unlikely the <meta> element would provide any useful functionality other than being informative metadata. Language content negotiation would have to occur before the page is actually generated. There is limited or no scope for using the <meta> element in that context.
