Using the BOM There seems to be an editorial note still embedded in the BOM section at http://www.w3.org/International/articles/unicode-migration/#bom saying " RI: As you mention in the next section, stripping doesn't always happen, and that can be problematic sometimes, eg. in PHP. Perhaps look at stripping in these two sections again." I think this needs to be looked at before publication.
