There;s a minor type in http://www.w3.org/International/articles/unicode-migration/#ncrs it says "non-ASCII characters that users have entered, such as "Œ" (Œ) or "€" (€)." I think the author's intent might have been to use an appropriate NCR or € for the first Euro symbol.
