Hello Russ, You can find all the ccTLDs at IANA: http://www.iana.org/cctld/cctld-whois.htm If you go to the German entry there, you will see that registration info is available at denic.de. You can also go to google.com and follow their "Language Tools" link to see that their German site is at google.de. So it looks like people register their domains directly under the TLD .de. Take a look at the other Google sites world-wide. You will see that some countries have domains like co.jp.
