Word2000 (English or any language version) also supports Arabic Web page
creation, provided you have an Arabic system or Win2000 (with Arabic enabled
in Control Panel). You may also get some things to work if you install the
IE5 support for Arabic along with its input method (keyboard), but this is
not tested or supported for Word.

Frontpage Express, shipping in Arabic Windows 98, does support Arabic
editing.
