According to ISO Bulletin, March 1998: "In April 1996, the working group decided to proceed with the country subdivision code to the DIS stage, and ISO/DIS 3166-2 was circulated for voting, which ended on 1997-04-07. The result was approval by 83% of the P-members of WG2. In consequence, an FDIS is now being prepared. It is recognized that it will take a long time before information regarding national subdivisions can be obtained from all 238 countries figuring in ISO 3166-1. At the time of writing, this has been achieved and a final checking is made in order to verify the correct spelling of subdivision names, including diacritic characters.
