Everything can and will be considered. What matters, however, is not (just) whether people find a problem interesting, but: 1. Why is this important 2. Why should the W3C work on this? 3. How can your organization help? (http://www.w3.org/2002/02/01-i18n-workshop/minutes) The purpose of the discussion on this list is to find answers to these three questions for each potential area of work. Fleshing out the details of proposed areas of work makes it clearer what the scope is and what effort would be needed, as well as ensuring that we all mean the same thing by the two or three words we use to describe a given work area.
