Yeah, basing all those specs on ISO SGML was a bad idea too.

And it's definitely time for the W3C to develop their own character set
and encodings, rather than relying on UNICODE.

As for PNG, hah!

Oh wait, I was being sarcastic. I think using a RELAX NG schema is a good
choice, and it will be interesting to see if it ends up being more
readable and understandable than the very complicated HTML DTDs with
modularisation and parameter entities all over the place.
