I absolutely agree with this. If items on a web page really are unrelated, and they cannot be separated (for whatever reason), then both the <title> and the <h1> heading should reflect that - exactly as Toby has indicated. I am sure that having only one <h1> element is good for accessibility too, since it is the generally-accepted norm.
