Reading "tags" as "elements".... An important consideration (this also applies to the suggestion of predefined classes for section) is that HTML was intended as a simple markup language. In particular, for complex documents, another XML application, DOCBOOK, might be more appropriate. There's an unfortunate tendency for computing standards to start focussed and then all converge towards different implementations of the same general purpose one....until a new focussed one replaces it!
