relevant in a lateral interactive sort of a way

Does anyone know how to create a mouseover in a style tag? I believe I need to define a class in a style sheet but the images must be specified, not in the img tag, am I right? It needs to integrate with an external javascript, making the usual ways a bit too tricky,
